A GAME-THEORETIC APPROACH TO ACID RAIN ABATEMENT: CONFLICT ANALYSIS OF ENVIRONMENTAL LOAD ALLOCATION1

ABSTRACT: The detrimental impacts of acid rain have become widely publicized, but effective and equitable methods to mitigate the acid rain problem remain to be found. This paper focuses on conflicts involved in allocation of the total emission loads to be reduced to respective pollution sources of acid rain, and proposes a game-theory approach to the resolution of the conflict. With an example abstracted from a hypothetical case study in the United States of America and Canada, a systematic analysis is performed and policy implications of the results examined to assess the applicability of the proposed model.     

绵阳城区环境质量现状及对策

本文叙述了绵阳城区的环境质量现状。根据绵阳历史及发展，到２０１０年要建成为１００万人口的大城市，提出未来的绵阳城区既是一个开放型、式功能、综合性的现代化中心城市，又应是一个环境优美、整齐清洁、繁荣兴旺、高度文明的现代化城市。必须高度重视环境保护工作，建议采取包括环境规划、抓好环境建设及环境管理等措施。     

大巴山区化学药剂防治与农业生态环境保护对策

本文对大巴山区农业生产中用化学药剂防治状况及存在的主要问题进行了分析研究。在此基础上，提出开展农药区划和区域性宏观调控，建立农药污染监测管理机制，进一步提高综合防治技术水平和专业化防治程度，加强防止污染微观技术的研究与推广控制策略和措施，以实现对化学药剂防治与农业生态环境保护。把农业环境保护工作纳入农业发展和国家农业环境保护的总体规划。     

Application of a GIS-based stream buffer generation model to environmental policy evaluation

In this article a GIS method is presented for riparian environmental buffer generation. It integrates a scientifically tested buffer width delineation model into a GIS framework. Using the generally available data sets, it determines buffer widths in terms of local physical conditions and expected effectiveness. Technical burdens of data management, computation, and result presentation are handled by the GIS. The case study in which the method was used to evaluate the stream buffer regulations in a North Carolina county demonstrates its capability as a decision support tool to facilitate environmental policy formulation and evaluation, and environmental dispute resolution.     

试论我国农业环境保护战略问题

我国是发展中的国家，农业在国民经济中占有十分重要的地位，环境污染和生态破坏是农业潜伏着的生态危机，也是农业发展过程中亟待解决的重大问题。如何从我国农业环境问题的特点和农业经济现状出发，制定出与农业经济发展相适应遥农业环境保护战略，是我国农业发展和环境保护工作中的一项重要任务。本文就我国农业环境保护的战略地位和作用、指导思想和方针、目标和重点、措施等一系列战略问题，进行初步探讨。     

石油化工建设项目环境保护管理的新形势和新要求

解读《建设项目环境保护管理条例》修订的要点,剖析当前石油化工建设项目环境保护管理体系的核心由“环评制度”逐步向“排污许可证制度”转变的现实情况,及与此相应的环保行政主管部门对建设单位和设计咨询单位的环保工作提出的新要求。从实际工作出发,总结了中国石化系统和民营企业石油化工建设项目在新形势下环保管理工作的特点、遇到的问题及解决方案。     

ECOLOGICAL MODELS AND ENVIRONMENTAL STUDIES1

The recent world-wide trend towards centralization of all environmental management functions into one regulatory agency has illustrated the necessity for resources management agencies to adopt a total systems viewpoint. Environmental systems are typically complex and multi-dimensional in nature. Mathematical models for the management of air, water and land resources have found wide acceptance among planners and decision-makers. Ecological models of life processes have not reached the same state of development or acceptance. A general review of ecological systems theory and examples of the types of ecological models that have been developed to date arc presented in this paper. With this material as a background and given the vast literature on engineering and economic models, a conceptual framework for an approach to environmental studies and the analysis of polluted environmental systems is presented.     

WATER SUPPLY AND WASTEWATER DISPOSAL IN RURAL AREAS OF INDIA1

ABSTRACT: Piped water supply and sewerage have been taken almost for granted in the developed countries. However, most people in the United States have little knowledge of the condition of public health amenities in the developing countries. The paper reviews the importance, background and current status of water and wastewater facilities in India. The relative situation in urban and rural areas, conventional practices in environmental hygiene, the programs for improvement and the problems involved with possible solutions are given. The case history of a town is also included for illustrative purposes.
